The City of Houston requires plats in Texas South Central zone 4204 State Plane coordinates on NAD83, and specifically requires the combined scale factor to be applied and noted. Montgomery and Liberty counties fall in Texas Central zone 4203 instead. Getting this wrong is a common cause of application deferral.
