Commercial drone work in the US falls under FAA Part 107. Miami International, Opa-locka and Miami Executive put much of the county in controlled airspace where LAANC authorization applies, and port and cruise terminal areas carry additional restrictions. Check current requirements with the FAA and the facility operator before operating.

The datum trap in Florida

In Miami the vertical number is a permitting threshold, not just a survey value, and there are two live traps. NAVD88 elevations in South Florida run roughly 0.6 to 1.6 feet lower than the same point on the older NGVD29, and legacy plats and flood documents across Miami-Dade are still on NGVD29. Separately, Miami-Dade County Flood Criteria sets a minimum of 6.0 feet NAVD88 across all areas unless a higher elevation is indicated, and that criteria is being re-cut against sea level rise scenarios out to 2100.

NAVD88 is the datum in official use, and Miami-Dade County Flood Criteria is expressed in feet NAVD88 with a minimum of 6.0 feet across all areas unless a higher elevation is indicated. Be careful with legacy documents: NAVD88 elevations in South Florida run roughly 0.6 to 1.6 feet lower than the same point on NGVD29, so carrying the wrong datum onto a finished-floor elevation can mis-set a building by over a foot.

Who regulates land surveyors in Florida?

Surveyors and mappers in Florida are regulated by the Board of Professional Surveyors and Mappers, administered by the Florida Department of Agriculture and Consumer Services, under Florida Statutes Chapter 472. This is a common point of confusion because most other Florida professions sit under a different department.
